Ruslan, who hails from Kazakhstan, has been living in China for 12 years, and is now the Global Press Officer of the Hainan Provincial Bureau of International Economic Development (Hainan IEDB).

Ruslan came to Hainan, China, for the first time in 2009 and studied business administration at Hainan University. During a voluntary blood donation drive, Ruslan found that he has a rare Rh-negative blood type referred to as "panda blood" in China. He then decided to do more voluntary blood donations. Since then, Ruslan has been donating blood once or twice a year, giving more than 6,000 ml of his blood. Ruslan's life-saving gesture touched many people who affectionately call him the "Panda Man". On September 7, 2013, in his speech at Nazarbayev University in Kazakhstan, President Xi Jinping told the story of Ruslan's donation of the rare Rh-negative blood to help Chinese patients, and he was referred to as "the messenger of China-Kazakh friendship". Ruslan said, "I donate blood mainly because I want to be a good and useful person to society. I want to help more people."

Now, Ruslan is the Global Press Officer of the Hainan IEDB which is responsible for various tasks including publicity, attracting investment, engaging and serving global investors. He said, "The development of the Hainan Free Trade Port is essential to China's opening-up, and I'm honored to be a part of this. I think this is where my dream is coming true."
