According to relevant regulations in China, local rescue service authorities can implement temporary rescue management for homeless and begging foreigners who are verified to be legally entering and staying in China, with permission of the local foreign affairs departments and in accordance with relevant regulations on rescue administration. Normally the duration of management will not exceed 10 days. If an extension is needed due to special circumstances, the case must be reported to higher-level civil affairs departments for filing. The foreign affairs department will be responsible for those foreigners whose identity cannot be verified. If the foreigner is verified to have entered or stayed in China illegally, the foreign affairs department will hand them over to the entry & exit administration authorities of the public security bureau.

 

If a foreigner is found dead in China, this should be immediately notified to the deceased's host or employer, or the local public security bureau or the foreign affairs office of the People's Government. If it is a normal death, that is, a natural death due to health problems, this shall be managed by the host or employer. If there is no host or employer, (including individual tourists), the public security bureau will handle this together with relevant departments. If it is an abnormal death, that is death due to an accident or emergency, or a sudden death, the scene should be protected and the public security bureau will collect evidence and manage it.
