A fine of not more than CNY 10,000 shall be imposed on superintendents of transportation vehicles under the following circumstances:

Exit-entry vessels and aircrafts enter areas other than open ports due to unforeseeable emergencies or force majeure, but fail to report to frontier inspection stations nearby or local public security authorities;

or transportation vehicles in aforementioned situations fail to leave according to the notified time and route after relief of emergencies.
