460 Million Exit-Entry Trips by Individuals Recorded from January to August, with Visa-Free Entries of Foreign Nationals Seeing 52.1% YoY Increase

The Sub-Forum on Migration Management Cooperation of the 2025 Conference of Global Public Security Cooperation Forum (Lianyungang) was held in Lianyungang, Jiangsu Province on September 18. It is learned from the event that a total of 460 million exit-entry trips by individuals were inspected by the immigration inspection authorities across China from January to August 2025, representing a 14.9% increase compared with the same period in the previous year. Among them, 220 million trips were made by Chinese mainland residents, and 180 million were by residents of Hong Kong SAR, Macao SAR, and the Taiwan region, reflecting year-on-year increases of 15.4% and 11.2%, respectively. Foreign nationals made 51.268 million trips, marking a 27.8% increase from the previous year. Among these, 15.89 million trips were made visa-free, comprising 62.1% of foreign entries and reflecting a 52.1% increase year-on-year. In addition, the immigration management authorities in China inspected a total of 24.482 million trips by transportation vehicles (trains, ships, and cars), marking a year-on-year growth of 16.2%. These encompassed 662,000 flights, 71,000 train trips, 294,000 ship voyages, and 23.452 million trips by motor vehicles, reflecting year-on-year increases of 17.1%, 4.9%, 3.8%, and 16.4%, respectively.
China has been expanding opening-up. Since the beginning of 2025, the number of Chinese citizens traveling abroad has been on the rise, while more foreign nationals come to China for business, tourism, work, study, and residency. These trends led to a steady rise in the volume of people entering and exiting through the ports nationwide. To better promote personnel exchanges and cooperation between China and other countries and regions, the National Immigration Administration (NIA) has implemented a series of management measures designed to make entries smoother for foreign nationals, safeguard the mobility of Chinese citizens and facilitate international exchanges. The immigration inspection authorities nationwide have deployed sufficient police officers to execute their duties and opened sufficient inspection channels at the ports to ensure efficient and smooth exit-entry trips, under NIA's arrangements.
An official of NIA stated that the administration will prioritize the gradual expansion of institutional opening-up in immigration management. Specific actions include further improving the services for national and regional strategies, facilitating Chinese-foreign exchanges and economic cooperation, enhancing the policies and systems for government services for immigration management, and continuously facilitating exits and entries at ports, to make Chinese-foreign exchanges more convenient and smooth.
