163 Million Exit-Entry Trips Recorded in Q1, Marking a 15.3% YoY Increase

On April 15, the National Immigration Administration (NIA) held a press conference and released the main statistics regarding immigration management in the first quarter of 2025.

During the first quarter, the immigration management authorities in China inspected a total of 163 million exits and entries by individuals, marking a year-on-year rise of 15.3%. Specifically, 80.272 million were made by the residents of the Chinese mainland, 65.724 million were by the residents of Hong Kong SAR, Macao SAR, and Taiwan, and 17.437 million were by foreign nationals, reflecting year-on-year increases of 15.4%, 11.2%, and 33.4%, respectively. In addition, the immigration management authorities nationwide inspected 8.495 million exits and entries made by transportation vehicles (including planes, ships, trains and motor vehicles), marking a year-on-year growth of 15.5%. These encompassed 239,000 flights, 25,000 train trips, 106,000 ship voyages, and 8.124 million trips by motor vehicles, reflecting year-on-year increases of 23.3%, 5.7%, 4.2%, and 15.5%, respectively.

Within the same period, the immigration management authorities in China coordinated efforts to combat crimes disrupting border/boundary management, rigorously carried out winter crackdowns on public security offenses, and continued strengthening the management of foreign nationals who illegally entered, resided, or/and worked in China. A total of 2,851 criminal cases disrupting border/boundary management were investigated, resulting in the arrest of 8,402 suspects. Additionally, the authorities concerned dismantled 127 criminal organizations, shut down 16 transit and reception sites for illegal activities, and investigated and confiscated 388 transportation vehicles involved in these criminal cases. The immigration management authorities took decisive actions against illegal activities involving firearms, explosives, drug trafficking, and smuggling in the border regions. A total of 128 drug-related cases were investigated, leading to the arrest of 156 individuals. Among these cases, 19 involved drug quantities exceeding 10,000 grams. A total of 888.4 kilograms of various drugs were seized. Additionally, 201 firearms and 5,463 rounds of ammunition were confiscated. The seized goods for smuggling valued at CNY 70.865 million. 

The immigration management authorities nationwide kept supporting institutional opening-up in immigration management and made every effort to serve and facilitate high-level opening-up and high-quality development. The visa-free entry policy for tourist groups from ASEAN member states to travel to Xishuangbanna Dai Autonomous Prefecture of Yunnan Province was introduced and implemented. The "one entry per week" travel policy for the residents whose households are registered in Zhuhai City, Guangzhou Province to travel to Macao SAR was officially implemented. The travel endorsements that allow multiple entries into Macao SAR within a year for residents from Guangdong-Macao In-Depth Cooperation Zone in Hengqin (including those whose households are registered in the zone and those holding the local residence permits) were issued. The Temporary Mainland Travel Permits for Hong Kong, Macao, and Taiwan Residents were issued to the three region's residents who needed to take flights or trains urgently to travel between cities in the Chinese mainland, in the cases where their travel permits were lost, damaged, or left behind. Furthermore, the verification services based on the binding of two kinds of permits, namely the Mainland Travel Permits and the Residence Permits for Hong Kong, Macao, and Taiwan Residents, were provided for relevant residents as needed. The authorities also further promoted the nationwide processing and full-cycle online processing of the applications regarding exit-entry documents, and further expanded the coverage of exit-entry government services. A total of 5.153 million ordinary passports and 24.854 million endorsements for travel to and from Hong Kong and Macao SARs and Taiwan were issued to the residents of the Chinese mainland. The number of the Mainland Travel Permits for Hong Kong, Macao, and Taiwan Residents issued reached 569,000, and the number of the visas and other relevant documents for foreign nationals reached 361,000. The government service platform of NIA handled 45.81 million inquiries and offered other government services for Chinese and foreign nationals, with 16.8 million times free identity verification services provided to the residents of Hong Kong, Macao and Taiwan, overseas Chinese, and foreign nationals. The China Immigration Service Hotline 12367 received 1.68 million calls from Chinese and foreign nationals for inquiries, opinions, and suggestions, achieving an average satisfaction rate of 99.5%.
