160 Million Exits and Entries Recorded in Q3, up 30.1% Year-on-Year

On October 18, the National Immigration Administration (NIA) hosted a press conference to release the main statistics regarding the immigration management in the third quarter (Q3) of 2024. In Q3, the immigration administration authorities in China inspected a total of 160 million entries and exits by individuals, marking a year-on-year rise of 30.1%. These included 78.545 trips made by residents of the Chinese mainland, 64.694 million by residents from Hong Kong, Macao, and Taiwan, and 16.461 million by foreign nationals, reflecting respective year-on-year increases of 27.3%, 28.9%, and 50.5%. In addition, a total of 8.429 million entries and exits of transportation vehicles were inspected, marking a year-on-year growth of 31.1%. These encompassed 236,000 flights, 26,000 train trips, 111,000 ship voyages, and 8.056 million trips by motor vehicles, reflecting year-on-year increases of 46.5%, 8.3%, 6.7%, and 31.2% respectively.
As of September 25, the number of exits and entries recorded at Beijing Capital International Airport exceeded 10 million this year.
In Q3, the immigration administration authorities in China continued to deepen reforms in immigration management services and innovate policies and systems, significantly enhancing the quality of immigration-related government services and fully contributing to the high-level openness and high-quality development. The regional visa-free entry and transit policies have been constantly improved. Specifically, the scope of the 144-hour visa-free entry policy has been extended to foreign tourist groups entering Hainan Province from Hong Kong and Macao SARs, while more cities in Henan and Yunnan provinces have been designated as permitted stay areas under the policy. Additionally, the immigration administration authorities nationwide began to issue the Mainland Travel Permits for non-Chinese permanent residents of Hong Kong and Macao SARs to travel to the Chinese mainland. They also advanced the nationwide and online processing of exit-entry documents. A total of 5.987 million ordinary passports and 26.649 million entry and exit permits for Chinese mainland residents traveling to and from Hong Kong, Macao, and Taiwan were endorsed, reflecting year-on-year increases of 28.5% and 4.7% respectively. Furthermore, the immigration administration authorities issued 807,000 visas and other relevant documents for foreigners, rising by 32.7% year-on-year. The China immigration Service Hotline 12367 of the National Immigration Administration handled nearly 1.94 million calls for inquiries, suggestions and complaints from both Chinese and foreign citizens, achieving an average satisfaction rate of 99.4%.

In Q3, the immigration administration authorities nationwide coordinated efforts to rigorously combat crimes that hinder national border security through the 2024 "Menglie" operation. This operation included an intensified summer crackdown on public security offenses and continued efforts in the governance of foreign nationals who illegally entered, resided, or/and worked in China. Over 9,800 cases of crimes against national border security were investigated, leading to the apprehension of more than 28,000 suspects. Among those, over 26,000 individuals were subject to criminal coercive measures by law, while more than 2,000 faced administrative penalties. A total of 223 criminal organizations were dismantled, with 37 criminal dens for transit and accommodation shut down and 468 transportation vehicles involved in criminal activities confiscated. Additionally, law enforcement officials handled 68 drug-related cases, among which 21 cases each involved over 10 kilograms of illegal drugs, with 91 individuals apprehended. In total, 2.4 tons of illegal drugs and 35.4 tons of precursor chemicals were seized. Efforts were also made to crack down on gun violence and smuggling in border regions, resulting in the confiscation of 409 firearms and over 13,000 rounds of ammunition, as well as the interception of smuggled goods valued at CNY 101 million.

During the summer crackdown on public security offenses, the horseback police team of Xilin Gol Border Management Detachment in Inner Mongolia conducted border patrols in collaboration with the drone surveillance team.
