To implement the General Plan for Development of Shanghai Eastern Hub International Business Cooperation Zone and support the construction and development of the Shanghai Eastern Hub International Business Cooperation Zone, the National Immigration Administration (NIA) has formulated the National Immigration Administration's Regulations on Traffic Management in Shanghai Eastern Hub International Business Cooperation Zone (Interim), which is hereby issued.
The announcement is hereby given.

National Immigration Administration's Regulations on Traffic Management in Shanghai Eastern Hub International Business Cooperation Zone (Interim)
Chapter I General Provisions
Article 1 To maintain the traffic management order within the Shanghai Eastern Hub International Business Cooperation Zone (hereinafter referred to as the "Zone") and support the construction and development of the Zone, these regulations are formulated under relevant laws and administrative regulations such as the Exit and Entry Administration Law of the People's Republic of China and the Regulations of the People's Republic of China on Immigration Inspection for Exits and Entries.
Article 2 Immigration management authorities shall oversee the individuals and transportation vehicles entering and exiting the Zone, as per these regulations.
Article 3 Immigration management authorities shall enhance cooperation and coordination with the relevant authorities of the Zone to effectively manage the traffic within the Zone.
Chapter II Traffic Management for Entry from Overseas
Article 4 For any overseas individual planning to enter the Zone via the Shanghai Pudong International Airport (hereinafter referred to as the "Pudong Airport") by an overseas flight, whose primary purpose(s) for the visit is/are business exchange, international conference, exhibition, and/or training, he/she must be registered with the comprehensive management authority of the Zone by the inviting entity at least 48 hours in advance through the comprehensive information management service platform of the Zone.
In any emergency situation where prior registration is not possible and the individual concerned has arrived at the Pudong Airport, he/she may register on-site with the comprehensive management authority, either personally or through the inviting entity.
Article 5 The inviting entity is responsible for submitting relevant materials mandated by the comprehensive management authority of the Zone and ensuring the authenticity of the registration content.
If any adjustment to the registration information is necessary due to event rescheduling, change in the purpose of visit, or replacement of document(s), the inviting entity must report the adjustment(s) to the comprehensive management authority of the Zone via the comprehensive information management service platform of the Zone 24 hours before the overseas individual's entry into the Zone.
Article 6 Every overseas individual may check in for his/her flight to the Pudong Airport from outside the Chinese mainland with a valid invitation document registered with the comprehensive management authority of the Zone.
Article 7 Every overseas individual must enter and exit the Zone with a passport or any other travel document, accompanied by a valid invitation document registered with the comprehensive management authority of the Zone, after undergoing the inspection and obtaining the required permission from the immigration management authority in charge.
Article 8 Every overseas individual is permitted to stay in the Zone for up to 30 days.
To request an extension, either the overseas individual or the inviting entity must submit relevant materials to the immigration management authority in charge 24 hours before the expiration of the initial stay. The cumulative length of extensions may not exceed 30 days.
Article 9 Any overseas individual planning to leave the Zone for any other region within the Chinese mainland must present his/her passport or any other travel document, and visa or any other entry permit to the immigration management authority in charge. He/she must complete the required procedure and may proceed to his/her destination only after receiving approval following inspection.
Any overseas individual exempt from visa requirements is subject to relevant policies. If he/she is eligible for a port visa or temporary entry procedure, he/she may apply at the immigration management authority.
Chapter III Traffic Management for Entry from Other Regions of Chinese Mainland
Article 10 Any individual planning to enter the Zone from any other region within the Chinese mainland to participate in short-term activity(-ies) such as business exchange, international conference, exhibition, and/or training, must apply for a travel pass at an authority in charge in the Chinese mainland.
Any individual planning to enter the Zone from any other region within the Chinese mainland to perform daily tasks such as comprehensive management, port inspection, security, production and operation, or service assurance must apply for a travel pass at an administrative department in charge or via an employer registered with the comprehensive management authority of the Zone.
Article 11 For any individual planning to enter the Zone from other regions within the Chinese mainland, the relevant domestic entity or employer must submit the required materials to the comprehensive management authority of the Zone through the comprehensive information management service platform of the Zone 24 hours in advance. The information on the individual's name, gender, date of birth, nationality, identity document's type and number, contact number, employer, title, reason(s) for entry, and duration of stay is also required, along with a photo or photocopy of the data page (reverse side) of the individual's valid identity document, a recently-taken bareheaded photo of the individual, and other relevant materials deemed necessary.
Upon approval from the comprehensive management authority of the Zone, the immigration management authority in charge may issue a travel pass with a validity period of no more than 30 days for any individual covered by the first paragraph of Article 10, and a travel pass with a validity period of up to one year for any individual covered by the second paragraph of Article 10.
For any individual who fails to submit the required materials or is in a prescribed situation, or whose purpose(s) of entry is/are no longer valid, the immigration management authority in charge will not issue any travel pass for him/her.
Article 12 Any individual unable to apply for a travel pass in advance due to emergency circumstance(s) may submit the required materials on-site. Following the review by the comprehensive management authority of the Zone, the immigration management authority in charge will issue a travel pass for the individual.
Article 13 Any individual planning to enter the Zone from any other region within the Chinese mainland must present a valid identity document and the travel pass, undergo inspection by the immigration management authority in charge, and enter and exit the Zone only after receiving approval.
Any individual who does not hold a valid travel pass or violates the management regulations of the Zone, or whose purpose(s) of entry is/are no longer valid, will be prohibited from entering the Zone.
Article 14 For any eligible special-purpose vehicle required to enter and exit the Zone, an appointment must be made through the comprehensive information management service platform of the Zone. Required materials must also be submitted.
Any vehicle with a confirmed appointment will be inspected by the immigration management authority in charge and may enter and exit the Zone only after passing inspection and receiving approval. The drivers of such vehicles must apply for travel passes in accordance with the corresponding regulations.
Article 15 For emergency purposes such as rescue operations, disaster relief, medical emergency services, and engineering repair, the immigration management authority in charge shall provide necessary convenience to facilitate the entry and exit of individuals and vehicles.
Chapter IV Supplementary Provisions
Article 16 In this document, the term "immigration management authority" can refer to an immigration inspection authority, or the exit-entry administration authority of a public security organ.
Article 17 All immigration management authorities shall offer necessary convenience for individuals applying for exit-entry documents and going through relevant procedures associated with the Zone.
Article 18 Individuals who violate the exit-entry management regulations will be held legally accountable by immigration management authorities under applicable laws.
Those engaging in other illegal or criminal activities will be held legally accountable by the relevant authorities based on the division of the authorities' responsibilities. Immigration management authorities shall facilitate the entry of law enforcement personnel from relevant authorities and assist them in law enforcement within the Zone.
Article 19 The duration of stay defined in this document shall be calculated from 00:00 on the day following the day of entry into the Zone.
Article 20 NIA is responsible for the interpretation of this document.
Article 21 This document shall take effect on the date when the pilot area of the Zone is scheduled to begin official operation.
