China's Exit and Entry Facilitation Arrangements for Countries (Regions) Along the Belt and Road

Which exit-entry ports will set up dedicated passages for the Silk Road Economic Belt and the 21st Century Maritime Silk Road (Belt and Road)?

12 air ports:

Beijing, Shanghai, Guangzhou, Xiamen, Shenzhen, Chengdu, Kunming, Urumqi, Chongqing, Zhengzhou, Xi'an and Quanzhou

6 land ports:

Manzhouli, Erenhot, Khorgos, Youyiguan Pass, Dongxing and Mohan

Facilitating the exit-entry formalities for Chinese and foreign personnel and vehicles in relation to implementation of key construction projects, important cooperation or major projects within the Belt & Road framework or participation in conferences and activities related to the Belt & Road Initiative.

 

What services will be provided to Chinese citizens and employees of relevant enterprises engaged in the development of the Belt and Road Initiative?

Service provider: Exit and entry departments of public security organs

Service targets: Chinese citizens and employees of relevant enterprises in urgent need to go abroad for participating in key construction projects, important cooperation and major projects of the Belt and Road Initiative or attending conferences and activities related to the Belt and Road Initiative.

Service items: opening "green passages" for processing exit-entry documents; providing ''expedited document processing", "overtime document processing" and "concentrated document processing".

 

Details:

1. Providing expedited processing of documents for the above-mentioned personnel and shorten processing time for the documents as much as possible.

2. In urgent circumstances, the exit and entry departments of public security organs can provide documents handling services for the above-mentioned personnel in non-working hours.

3. For concentrated applications of relevant enterprises engaged in the development of the Belt and Road Initiative, the exit and entry departments of public security organs will, in response to their needs, open temporary dedicated desks in the service hall for centralized processing of exit-entry documents application, to minimize the costs and time for "going global" of enterprises engaged in the development of the Belt and Road Initiative.

 

What services will be provided to foreigners who travel to China for the building of the Belt and Road Initiative and for their families?

For foreigners who are invited to China to attend major events, important meetings and key construction projects of the Belt and Road Initiative, where they do not have enough time to obtain a visa for entry into China, they may apply for a port visa by providing supporting materials issued by the competent Chinese authorities.

For foreigners participating in the development of key construction projects, important cooperation or major projects of the Belt and Road Initiative in China and their spouse and minor children, where they need to reside or stay in China, the exit and entry departments of public security organs may shorten the time required for document issuance from 15 to 5 working days based on their relevant supporting materials and personal needs.

For foreign crew members carrying out maritime transport tasks of the Belt and Road Initiative, if they need to apply for stay permits when leaving the port city and departing via other means, the time required for permit issuance will be shortened from 7 to 3 working days, and documents may be issued on the day of acceptance of the application for crew members with special needs such as emergency departure.
