I. The Sub-Forum on Migration Management Cooperation (hereinafter referred to as the “Sub-Forum”), part of the 2026 Conference of Global Public Security Cooperation Forum (Lianyungang), was held in Lianyungang, Jiangsu Province, China, from September 9 to 10, 2026. The Sub-Forum was attended by 295 participants, including heads and representatives of immigration and exit-entry authorities from 64 countries and regions, as well as officials from seven international organizations and multilateral mechanisms.

At the opening ceremony, Amy Pope, Director General of the International Organization for Migration (IOM), addressed the Sub-Forum via video. She affirmed the significance of China’s hosting of the Sub-Forum, highly commended the productive partnership between China and IOM over the past decade, and called on all parties to further expand regular migration pathways and enhance the effectiveness and security of migration governance.

Barham Salih, United Nations High Commissioner for Refugees, also delivered a video address. He commended China for providing a platform for dialogue and cooperation among all parties and called on all countries to work together to reduce the number of refugees trapped in protracted displacement and dependent on humanitarian assistance.

II. As an important part of the 2026 Conference of Global Public Security Cooperation Forum (Lianyungang), the Sub-Forum brought together participating parties who, in a spirit of mutual respect, equality and mutually beneficial cooperation, focused on the expectations and aspirations of the international community for improving the global migration governance system. Under the theme of “Solidarity and Mutual Trust, Practical Cooperation, and Jointly Shaping a New Vision for Global Migration Governance,” they engaged in in-depth exchanges and reached broad consensus.

Wang Zhizhong, Vice Minister of Public Security and Head of the National Immigration Administration (NIA) of China, delivered a keynote speech. Speakers at the plenary session included Abdikarim Karbekovich Alimbaev, Chairman of the State Border Service of Kyrgyzstan; Francisco Guterres, Minister of the Interior of Timor-Leste; Evelyn Cheluget, Director General of Immigration Services of Kenya; Datuk Zakaria Shaaban, Director General of Immigration of Malaysia; Colonel Edric Zahra, Chief Executive Officer of Identità Malta; Zainadine João Danane, Director General of the National Migration Service of Mozambique; Ahmed Muhammad Idrees, Additional Director General of the Federal Investigation Agency of Pakistan; Garth W. Williams, Chief Executive Officer of the Passport, Immigration and Citizenship Agency of Jamaica; and Jeffrey Markson, Director of the Department of Immigration and Passport Services of Vanuatu.

III. During the Sub-Forum, high-level roundtables were held for thematic consultations and discussions, respectively on “Migration Governance Policies,” “Regional Joint Enforcement Operations,” and “China-Central Asia Immigration and Border Authorities.” Two expert panel sessions were also convened, during which participants exchanged views on topics including “Digital and Smart Services and Management in Migration” and “Cooperating to Combat Fraudulent and Counterfeit Exit-Entry Documents and Maintaining a Safe, Orderly and Regular Exit-Entry Order.”

IV. The participating parties recalled the consensus on cooperation reached at sub-forums of previous conferences and the progress made in its implementation, and commended the practical efforts made by all parties in advancing global migration governance. They reaffirmed their willingness to jointly discuss global migration governance, work together to build a global migration governance system, and share the benefits of global migration governance. They stressed the need, within the framework of the Charter of the United Nations, to reject zero-sum thinking, uphold multilateralism, strengthen solidarity and cooperation, and enhance strategic mutual trust in international migration governance. They called for active implementation of the Pact for the Future and the Global Compact for Safe, Orderly and Regular Migration, and for joint efforts to build a more open, inclusive, fair and orderly global migration governance system.

V. China briefed the participants on the practical significance of the Global Governance Initiative proposed by President Xi Jinping as a Chinese approach to improving global governance, as well as on the stable support and solutions that China’s 15th Five-Year Plan will provide for global migration governance. China advocated that, under the vision of building a community with a shared future for humanity, all parties should uphold the principles of cooperation, innovation, the rule of law, and win-win results, remain committed to solidarity and mutual trust, deepen practical cooperation, act as active contributors to global migration governance, and jointly shape a new vision for global migration governance.

China proposed that all parties should abide by the purposes and principles of the Charter of the United Nations, practice multilateralism, adopt an action-oriented approach, uphold the rule of law, and remain people-centered. China also called on all parties to continue strengthening consultations and joint actions on migration issues, and to make sustained efforts to enhance mutual trust in global migration governance, improve its effectiveness, maintain its order, and share its benefits.

VI. As the host of the Sub-Forum, the National Immigration Administration (NIA) of China expressed its gratitude to all attendees for their support and contributions. In line with the consensus reached at the Sub-Forum, NIA will actively implement the agreed initiatives, work together with all parties concerned and the international community to expand areas of cooperation, broaden the scope of cooperation, and strengthen dialogue and partnership, so as to support immigration and exit-entry authorities of all countries in playing a constructive role in global migration governance and making positive contributions to its advancement.

VII. All parties thanked China for hosting the Sub-Forum, highly commended the tireless efforts and thoughtful arrangements made by the secretariat, and expressed their expectation for continued exchanges and cooperation.
