Conference on Regional Migration Governance Policies Held in Lianyungang, Jiangsu Province

The Conference on Regional Migration Governance Policies, under the theme of "Sharing Weal and Woe, Promoting Integrated Development, and Continuously Advancing Regional Migration Governance", was held in Lianyungang, Jiangsu Province, on September 17. Officials from the immigration authorities from Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste, Vietnam, the Republic of Korea, and China attended the conference. Relevant officials from the International Organization for Migration (IOM) and the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center were also present.

In a pragmatic and amicable atmosphere of mutual respect and trust, attendees discussed current situations of the regional migration governance and the issues of common concern. In addition, they introduced their latest policies and measures for migration governance, gave relevant policy-related proposals and suggestions on cooperation, proposed policy-related recommendations for regional migration governance, and shared insights on the prospect of the conference.

The National Immigration Administration (NIA) of China stated that immigration management serves as a vital aspect of regional security and development. It further claimed that the migration management requires trust, unity, cooperation, openness, inclusiveness, and a spirit of sharing. During the conference, China called on countries across the region to uphold a commitment to cooperation, innovation, the rule of law, and mutually beneficial development, continuously deepen cooperation on migration management and law enforcement, jointly promote the transformation, empowerment, and upgrading of regional migration governance, and contribute the strength of migration management to building a shared homeland highlighting peace, security, prosperity, beauty and friendliness. For the future, China also encouraged every concerned country to embrace a common, comprehensive, cooperative, and sustainable security framework, and develop a joint law enforcement mechanism that facilitates the timely sharing of results of regional migration governance analyses. The countries concerned are also advised to undertake specific efforts like organizing joint border patrols, combating cross-border crimes, and regularly investigating and addressing public security issues along borders. These actions will support the safe, orderly, and normal movement of people across borders within the region, thereby ensuring regional security and stability. China further stated that the focus should be on prioritizing services that promote development and called on the authorities concerned to fully play their functional roles by actively working together to coordinate visa policies, streamline relevant procedures, develop more attractive policies for the services regarding talent mobility, stay and residency, and integration. The country also called for aligning immigration policies with regional economic integration, which will significantly boost regional prosperity. Moreover, China advocated for a security model for Asia, which is based on "sharing weal and woe, seeking common ground while setting aside differences, and embracing communication and negotiation". By fostering mutual respect, reaching consensus through negotiations, and considering the interests of all parties, countries can collaboratively build a mutually supportive and complementary regional migration governance system, thus accelerating the modernization of the regional migration governance system and capabilities and starting a new chapter in regional governance.

NIA stated that it will remain committed to a mutually beneficial opening-up strategy. It plans to develop and implement more immigration management policies and measures designed to support high-quality development. These efforts are aimed at expanding institutional opening-up in immigration management rules, regulations, administration, and standards to provide greater convenience in exit-entry, stay and residency for individuals engaging in trade, investment, and business activities, as well as ensuring the legal, safe, orderly, and efficient cross-border flow of people and goods, thereby contributing Chinese solutions to international and regional economic trade landscapes marked by diversity and stability. Additionally, NIA will continue upholding the concept of a community with a shared future for humanity and emphasizing sovereign equality, international rule of law, multilateralism, people-centered approaches, and practical outcomes within the framework of the Global Governance Initiative. NIA will enhance communication and coordination with relevant international organizations and immigration management authorities in countries across the region in terms of policies, actively participate in various agenda items concerning migration governance, and build bilateral and multilateral platforms for migration governance. NIA is also committed to addressing reasonable concerns from all sides and collaboratively enriching and refining approaches to migration governance. Through these efforts, it seeks to contribute Chinese solutions to making regional cooperation a practical case of building a community with a shared future for humanity.
