Chair's Statement at Sub-Forum on Migration Management Cooperation of the 2025 Conference of Global Public Security Cooperation Forum (Lianyungang)

I. The Sub-Forum on Migration Management Cooperation, part of the 2025 Conference of Global Public Security Cooperation Forum (Lianyungang) (hereinafter referred to as the "Sub-Forum"), took place in Lianyungang, Jiangsu Province, China, from September 17 to 18, 2025. The Sub-Forum was attended by more than 240 attendees, including heads and representatives from immigration and exit-entry authorities from 51 countries and regions, and officials from five international organizations and multilateral mechanisms. Amy Pope, Director General of the International Organization for Migration (IOM), addressed the Sub-Forum via video. She emphasized the significance of holding the Sub-Forum by China, lauded the Chinese government's policies and measures at optimizing immigration management services, and urged all concerned parties to collaborate in establishing comprehensive, innovative, data-driven, and people-centered immigration governance. Filippo Grandi, United Nations High Commissioner for Refugees, also delivered a video speech. He reiterated the necessity for countries to work together effectively and share responsibilities to expand safe, orderly, and normal immigration channels. He also stressed the importance of ensuring the voluntary, secure, and dignified return of refugees.

II. The Sub-Forum is a key component of the 2025 Conference of Global Public Security Cooperation Forum (Lianyungang). In a spirit of mutual respect, equality, and mutually beneficial cooperation, the attendees focused on the international community's expectations and demands for improving the global migration governance system. They engaged in in-depth exchanges and reached a broad consensus under the theme "Promoting Mutually Beneficial Cooperation and Jointly Addressing Risks and Challenges in International Migration Governance under New Circumstances". Wang Zhizhong, Vice Minister of Public Security of the People's Republic of China and Head of the National Immigration Administration (NIA) of China, delivered a keynote speech. Numerous speakers addressed the plenary session, including Harry Kuma, Minister of Ministry for Commerce, Industry, Labour and Immigration (MCILI) of Solomon Islands; Mátyás Hegyaljai, Chief Ministerial Advisor of the Minister of Interior of Hungary; Ratna Pristiana Mulya, Assistant of the Minister of Immigration and Correction of Indonesia; Nergui Uuganbayar, Director General of the Immigration Agency of Mongolia; Armando Benjamín García Chunga, Superintendent of the National Superintendency of Migration of Peru; Saleh bin Saad Al-Murabba, Director General of the General Directorate of Passports of MOI, KSA; Mario Mendez Mayedo, Director General of the Directorate of Identification, Immigration and Foreigners of Cuba; Cha Yongho, Director General of Nationality & Integration Policy, Immigration Policy Division, Ministry of Justice of the Republic of Korea; Ngozi Odikpo, Assistant Superintendent of the Nigeria Immigration Service; and Benson Kwok Joon-fung, Director of Immigration of the Hong Kong Special Administrative Region (HKSAR) of China.

During the Sub-Forum, two parallel panel sessions were held. Attendees exchanged ideas on topics including "Optimizing Migration Management Services: Ensuring Orderly, Safe and Facilitated Movement" and "Jointly Preventing Cross-Border Security Risks and Facilitating the Smooth Movement of Persons in the Context of Globalization".

III. Attendees recalled the consensus reached at the first Sub-Forum and commended the active efforts of all concerned parties in advancing the cooperation on global migration governance. They reaffirmed the critical roles of migrants and migration flows in achieving the Sustainable Development Goals and expressed a strong desire to work collaboratively on global migration governance, jointly build a global migration governance system, and share the benefits that come from global migration governance. There was a call for the active implementation of the Pact for the Future and the Global Compact for Safe, Orderly and Regular Migration of the United Nations. The importance of upholding the principles of trust, solidarity, and benefits for all humans was underscored. Attendees reiterated their firm commitment to open cooperation and mutual benefits, aiming to enhance the global migration governance.

IV. China presented the core concepts of the Global Governance Initiative, which was proposed by President Xi Jinping, to the attendees, and emphasized their significance of promoting a more just and reasonable global migration governance system. China advocated for all concerned parties to embrace the idea of a community with a shared future for humanity and the principles of negotiation, collaboration, and shared benefits in global governance. China also called for a commitment to cooperation, innovation, the rule of law, and mutually beneficial development, and maintained that all concerned parties shall be the constructive forces in global migration governance.

China encouraged all concerned parties to adhere to the concept of cooperative construction and work together to expand equal and open partnerships in migration governance. Emphasizing the importance of reform and innovation, China called for the acceleration of a coordinated and efficient immigration governance cooperation mechanism. The country also stated that all concerned parties should uphold the spirit of the rule of law and firmly maintain a fair and reasonable international immigration management framework. Furthermore, China highlighted mutually beneficial development and the need to support the development and prosperity, which are highlighted by mutual benefits and sustainability, of all countries and regions around the world.

V. As the host of the Sub-Forum, NIA expressed its gratitude to all attendees for their support and contributions. Building on the consensus reached at the Sub-Forum, NIA will actively implement the agreed initiatives, work together with all concerned parties and the entire international community to create broader fields of cooperation, expand cooperation scope, and strengthen dialogue and partnerships. These joint efforts are expected to promote the reform of the global migration governance system and establish a community with a shared future for humanity.

VI. The attendees thanked China for hosting the Sub-Forum, commending the dedication and thoughtfulness of the event's secretariat. They also wished to continue enhancing exchanges and cooperation.
