Press Release of Conference on Regional Migration Governance Policies

I. The Conference on Regional Migration Governance Policies (hereinafter referred to as the "Conference") took place on September 17, 2025, in Lianyungang, Jiangsu Province, China. Migration officials from Brunei Darussalam, the Kingdom of Cambodia, the Republic of Indonesia, the Lao People's Democratic Republic, Malaysia, the Republic of the Union of Myanmar, the Republic of the Philippines, the Republic of Singapore, the Kingdom of Thailand, the Democratic Republic of Timor-Leste, the Socialist Republic of Vietnam, the Republic of Korea, and the People's Republic of China attended the event. Officials from the International Organization for Migration (IOM) and the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center were also present.
II. In a pragmatic and amicable atmosphere of mutual respect and trust, attendees discussed the theme "Sharing Weal and Woe, Promoting Integrated Development, and Continuously Advancing Regional Migration Governance". Attendees introduced their latest policies and measures for migration governance, proposed policy-related recommendations for regional migration governance, and shared insights on the prospect of the Conference.
China called on the countries across the region to embrace a common, comprehensive, cooperative, and sustainable security framework. It advocated creating a joint law enforcement mechanism that facilitates the timely sharing of results of regional migration governance analyses, and requires the relevant countries to make special efforts like organizing joint border patrols, combating cross-border crimes, and investigating and addressing public security issues along borders on a regular basis. These moves are expected to ensure the safe, orderly, and normal movement of people within the region, thereby enhancing regional security and border stability. China further stated that the focus should be on prioritizing services that promote development, encouraging the relevant countries to actively work together to streamline visa policies and formulate more attractive policies for the services regarding talent mobility, stay and residency, and integration. The relevant countries are also advised to align their immigration policies with the efforts for the regional economic integration, which will significantly boost regional development through increased openness and integration. Moreover, China advocated for a security model for Asia, which is based on "sharing weal and woe, seeking common ground while setting aside differences, and embracing communication and negotiation". By fostering mutual respect, reaching consensus through negotiations, and considering the interests of all parties, countries can collaboratively build a mutually supportive and complementary regional migration governance system, thus accelerating the modernization of regional migration governance systems and governance capabilities.
III. During the Conference, various attendees expressed their sincere gratitude for the exemplary arrangements made by the Government of the People's Republic of China and, particularly, the National Immigration Administration. The Chinese hosts extended their thanks to all attendees for their contributions to the event's success.
