Sub-Forum on Migration Management Cooperation Held as Part of 2025 Conference of Global Public Security Cooperation Forum (Lianyungang)

The Sub-Forum on Migration Management Cooperation (hereinafter referred to as the "Sub-Forum"), part of the 2025 Conference of Global Public Security Cooperation Forum (Lianyungang), took place in Lianyungang, Jiangsu Province, China, from September 17 to 18, 2025. The Sub-Forum was centered on advancing international cooperation in migration governance, upholding the core principle of "pursuing safety with cooperation and ensuring security to support development". Under the theme of "Promoting Mutually Beneficial Cooperation and Jointly Addressing Risks and Challenges in International Migration Governance under New Circumstances", attendees engaged in in-depth discussions on topics such as "Optimizing Migration Management Services: Ensuring Orderly, Safe and Facilitated Movement" and "Jointly Preventing Cross-Border Security Risks and Facilitating the Smooth Movement of Persons in the Context of Globalization". These exchanges culminated in a broad consensus. Approximately 240 attendees participated in the Sub-Forum. These include heads and representatives of immigration and exit-entry authorities from 50 countries and regions, such as China, the United States, Russia, Mongolia, Solomon Islands, and Peru, officials from five international organizations, including the International Organization for Migration (IOM), the Office of the United Nations High Commissioner for Refugees (UNHCR), and the United Nations Office on Drugs and Crime (UNODC), as well as experts and scholars.
An official of the National Immigration Administration (NIA) of China presented the core concepts of the Global Governance Initiative proposed by President Xi Jinping to the attendees and emphasized the significance of promoting a more just and reasonable global migration governance system. China advocated for all parties to embrace the idea of a community with a shared future for humanity and the principles of negotiation, collaboration, and shared benefits in global governance. China called for a commitment to cooperation, innovation, the rule of law, and mutually beneficial development, and maintained that all concerned parties shall be the constructive forces in global migration governance. The country encouraged all parties to adhere to the principle of cooperative construction and work together to expand an equal and open partnership in migration governance. Emphasizing the importance of reform and innovation, China urged the acceleration of the development of a coordinated and efficient migration governance cooperation mechanism. It called on all parties to uphold the spirit of the rule of law and firmly maintain a fair and reasonable international immigration management framework. Furthermore, China highlighted mutually beneficial development and the need to support the global development and prosperity, which are highlighted by mutual benefits and sustainability. Building on the consensus reached at the Sub-Forum, China will actively implement the agreed initiatives, work together with all parties concerned and the international community to create broader fields of cooperation, expand cooperation scope, and strengthen dialogue and partnerships. This collective effort aims to promote the reform of the global migration governance system and establish a community with a shared future for humanity.
Amy Pope, Director General of the International Organization for Migration (IOM), and Filippo Grandi, United Nations High Commissioner for Refugees, addressed the event via video. They expressed their welcome and gratitude to China for hosting the Sub-Forum, commended China's active role in global migration governance cooperation, and highlighted the Sub-Forum as a valuable platform for exchanging experiences and deepening partnerships.
The attendees reaffirmed the critical role of migrants and migration flows in achieving the Sustainable Development Goals and expressed a strong desire to work collaboratively on global migration governance, build a global migration governance system, and share the benefits that come from global migration governance. There was a call for the active implementation of the Pact for the Future and the Global Compact for Safe, Orderly and Regular Migration of the United Nations. The importance of upholding the principles of trust, solidarity, and benefits for all humans was underscored. The attendees also reiterated their firm commitment to open cooperation and mutual benefit, striving to enhance global migration governance.
