1. The ASEAN Plus Three High-Level Forum on Migration Policies was held in Suzhou, China on September 9, 2024. The Forum was attended by immigration officials from Brunei Darussalam, the Kingdom of Cambodia, the Republic of Indonesia, the Lao People's Democratic Republic, the Republic of the Union of Myanmar, the Republic of the Philippines, the Republic of Singapore, the Kingdom of Thailand, the Democratic Republic of Timor-Leste, the Socialist Republic of Vietnam, Japan, the Republic of Korea, and the People's Republic of China, and officials from the ASEAN Secretariat, the International Organization for Immigration (IOM), and Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center.

2. The ASEAN Plus Three High-Level Forum on Migration Policies is an important step for China to implement the consensus reached at the 25th ASEAN Plus Three Summit and the ASEAN Plus Three Cooperation Work Plan 2023-2027.

3. In an amicable atmosphere of mutual respect and trust, highlighting pragmatism, the attendees engaged in a general discussion on the current situation regarding regional migration governance and the issues of common concern. They introduced their latest policies and measures for migration governance, proposed policies and recommendations for regional migration governance, and shared insights on the future direction of the Forum.

China proposed further discussions on the approaches for the improvement of the pragmatic cooperation on policies concerning exit-entry inspections, stay and residence management, and other relevant issues, aimed at the enhancement of regional personnel exchanges and liberalization and facilitation of regional trade and investment. China reiterated its support for ASEAN's central role within the regional framework and for the collaboration to prevent and crack down on illegal cross-border activities related to migration and exit-entry management. Finally, China voiced a need to more actively share the results of cooperation on issues concerning migration, as well as ideas, experiences, and resources among the various immigration authorities within the region.

4. The attendees delivered thematic speeches around promoting people-to-people exchanges, and shared their views on policies and cooperation.

China proposed to develop more positive, open, efficient immigration management policies and a more open and inclusive immigration system, and streamline border inspection and exit-entry procedures to create a more efficient environment for exit-entry services. China also called for collaboration in the fight against transnational organized crimes, such as human and drug trafficking, illegal immigration, online gambling, and telecommunications fraud, to more effectively protect legitimate interests, combat illegal activities and encourage compliance with the laws, to create a safer, more orderly environment for entry and exit.

5. The hosting party of the Forum expressed sincere appreciation for excellent arrangements by the Government of the People's Republic of China, especially the National Immigration Administration of the People's Republic of China. The hosting party thanked all participants for their contributions to the success of the Forum.
