Number of China's Exit-entry Personnel Exceeds 424 Million in 2023

On January 18, the National Immigration Administration (NIA) organized a press conference to release the major statistics regarding immigration administration services in 2023. In 2023, the immigration administrations in China inspected a total of 424 million individuals entering or exiting the country, marking a rise of 266.5 percent compared with the previous year. These included 206 million residents of the Chinese mainland, 183 million residents from China's Hong Kong SAR, Macao SAR, and Taiwan, and 35.478 million foreign nationals, reflecting year-on-year increases of 218.7 percent, 292.8 percent, and 693.1 percent respectively. Throughout 2023, the immigration administrations in China inspected a total of 23.461 million vehicles of transportation (trains, ships, and cars), marking a year-on-year growth of 143.4 percent, which included 541,000 flights, 91,000 trains, 404,000 ships, and 22.425 million motor vehicles, reflecting year-on-year increases of 108.5 percent, 16.8 percent, 28.7 percent, and 149.5 percent respectively.

In 2023, the immigration administrations in China significantly upheld national political security and border stability and maintained the order of exit-entry management. They coordinated and took various actions such as the 2023 "Menglie" campaign to strictly crack down on crimes that hinder frontier (border) management and the management of foreign nationals who illegally entered, resided, or worked in China. Throughout the year, over 58,000 criminal cases related to frontier (border) management were investigated, leading to the arrest of over 109,000 suspects. Additionally, 2,463 criminal organizations were dismantled and 1,517 transit dens were detected and dismantled. Among these cases, 232 were classified as major and serious ones that were socially publicized and required to be investigated within a specific time, with 5,556 criminal suspects apprehended. A total of 596 people smugglers wanted by the "Bushe" action were apprehended. In 2023, the relevant authorities lawfully investigated and punished more than 65,000 foreign nationals who had entered, resided or worked in China illegally. Punishments such as warnings, fines, administrative detention, or deportation within specific timelines were conducted under the laws. Specifically, 26,000 individuals who fulfilled the legal conditions were deported from China. Rigorous efforts were made to prevent and crack down on cross-border crimes related to gambling and fraud. At the ports, a total of 35,000 illegal immigrants were seized, while 32,000 cross-border criminals involved in gambling and fraud were duly investigated and intercepted in accordance with the law. Significant seizures were made in 2023, including over 80,000 firearms and explosives, 8.5 tons of various illicit drugs, 949.3 tons of materials used for illicit drug production, and smuggled goods valued at over CNY 760 million.

In 2023, the immigration administrations in China optimized and refined their policies and measures for exit-entry management, and improved government services. By introducing a series of policies and measures associated with the supporting services contributing to high-quality development, the authorities took active and efficient measures to facilitate high-level openness and high-quality development. In 2023, the immigration administrations issued a total of 18.428 million ordinary passports, 86.09 million exit-entry permits for traveling to and from China's Hong Kong SAR, Macao SAR, and Taiwan and relevant endorsements, as well as 1.705 million visas and other documents for foreign nationals, representing year-on-year increases of 1,625.4 percent, 1,318 percent, and 158.3 percent respectively. Over 4.8 million Chinese mainland residents enjoyed the nationwide convenience of endorsement applications for Hong Kong SAR and Macao SAR, enabling them to save CNY 8.88 billion in transportation costs. In the Guangdong-Hong Kong-Macao Greater Bay Area, 19,000 high-level professionals in the Chinese mainland were approved and received endorsements for traveling to and from Hong Kong SAR and Macao SAR, reflecting the efficient and ordered circulation of talent, technologies, and other resources. Over 4.4 million Hong Kong and Macao residents, with their Mainland Travel Permits for Hong Kong and Macao Residents with extended validity periods, enjoyed smooth travel and customs services, with 12 million Hong Kong and Macao residents have their document applications and other relevant matters processed conveniently within the Chinese mainland. Moreover, NIA's government service platform provided 90.95 million inquiries and other government services for Chinese and foreign travelers entering and exiting China, improved the convenience for exit-entry personnel in terms of the utilization of exit-entry documents, and offered free identity verification services to 27.18 million residents of Hong Kong SAR and Macao SAR, overseas Chinese, and foreign nationals. The 12367 immigration management government service hotline received a total of 5.8 million calls globally, with an average satisfaction rate of 99.31 percent.

In 2023, immigration administrations and police officers across all levels resolutely performed their duties, bravely fulfilled their responsibilities, and diligently committed themselves to their work. In recognition of these efforts, six entities were given the honor of being selected into the 10th batch of National Demonstrative Entities for Ethnic Unity and Progress, 14 entities were acknowledged as the 21st National Civilized Youth Organizations, and two border police stations were included in the 3rd batch of National Fengqiao-style Police Stations. Ten comrades received the prestigious recognition in the 2nd batch of the Top 10 Border Guards, while 8,487 police officers earned gold, silver, and bronze commemorative medals for their contributions to the border patrol and guard duties. More than 120 entities and 300 individuals were awarded commendations at or above the provincial-ministerial level or second-class merit awards. In addition, 12 police officers and auxiliary police officers gave their lives in the line of duty and 77 were injured on duty, underscoring the solemn vow of shouldering the police force duties and being people's safety guard with their blood and lives.
