Guo Shengkun Attends the Unveiling Ceremony of NIA

The National Immigration Administration (NIA) and the Exit and Entry Administration of the People's Republic of China were officially unveiled on April 2, 2018. Guo Shengkun, a member of the Political Bureau of the Communist Party of China (CPC) Central Committee and head of the Commission for Political and Legal Affairs of the CPC Central Committee, attended the unveiling ceremony.

 

According to the Plan on Deepening Reform of Party and State Institutions, NIA is established to integrate functions of exit and entry administration and frontier inspection under the Ministry of Public Security, and set up and improve the coordination mechanism for visa administration. NIA with a dual function of the Exit and Entry Administration of the People's Republic China is lawfully managed by the Ministry of Public Security.

 

Guo Shengkun pointed out at the ceremony that the establishment of NIA is an important decision made by the CPC Central Committee with Comrade Xi Jinping at its core considering the overall plan of the cause of the Party and the country and an integral part of the reform of Party and state institutions. The move is of great significance to the strengthening of the full leadership of the Party on immigration and exit-entry administration, and the formation of synergy on immigration administration so as to serve the new paradigm of economic and social development and opening-up of China.

 

Guo stressed the necessity to study the important thoughts of general secretary Xi Jinping on the reform of the Party and state institutions and enhance political stance and maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central authorities. Based on the decisions and arrangements of the CPC Central Committee, it is important to make use of key links and milestones to push for the integration of institutions, people, functions and operations and do a good job in ideological and political enhancement and coordination of work while taking a clear political stand, considering the big picture, abiding by disciplines, promoting the reform and shouldering the responsibility. It is essential to take people-centered measures, strictly follow the law, and serve people in a cultured and enthusiastic manner in an effort to provide more convenience to the public and foreign nationals living and working in China and make NIA, the "name card of national image" ever more impressive.

 

Prior to the unveiling ceremony, the Ministry of Public Security hosted a meeting for the establishment of NIA. The meeting is attended by the State Councilor and minister of Public Security Zhao Kezhi, secretary general of the Commission for Political and Legal Affairs of the CPC Central Committee Chen Yixin, executive vice minister of Public Security Wang Xiaohong, deputy secretary general of the Commission for Political and Legal Affairs of the CPC Central Committee Jing Hanchao, and members of the Party Committee of the Ministry of Public Security in Beijing.
