Vice Minister Xu Ganlu Leads Delegation to Visit South Africa, Namibia and Egypt

Xu Ganlu, vice minister of Public Security, at the invitation of the South African Department of Police, the Namibian Ministry of Safety and Security and the Egyptian Ministry of Interior, led a delegation to South Africa, Namibia and Egypt for a work visit from June 18 to 27. The visit is made to implement the consensus and important outcomes achieved during President Xi Jinping's 2018 visit to Africa and the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), and to deepen China's law enforcement and security cooperation with South Africa, Namibia and Egypt.

 

During the visit, Xu led the delegation to participate in nearly 20 official activities to promote exchanges and cooperation with the three countries in the field of law enforcement, security and immigration. During the visit to South Africa, Xu met with and had talks with the secretary general of African National Congress, the minister of Police and the deputy minister of Home Affairs respectively, and he surveyed the local police stations and the South Africa Chinese Community and Police Cooperation Center. During the visit to Namibia, Xu met with and had talks with the minister of Safety and Security, the minister of Home Affairs and Immigration and the police inspector general respectively, visited the police headquarter, and surveyed the security work of major Chinese enterprises and projects in Namibia. During the visit to Egypt, he respectively met and exchanged views with the minister and assistant minister of Egyptian Interior Department. In addition, Xu had in-depth exchanges with Chinese ambassadors to the three countries to understand the work carried out by the embassies and the needs relating with law enforcement cooperation.

 

Through meetings, talks, surveys and exchanges, the visit was completed as planned with notable results. Through the visit, the delegation introduced and gave an explanation of Xi Jinping’s Thought on Diplomacy of Socialism with Chinese Characteristics for a New Era and the principles of "sincerity, real results, amity and good faith" for China-Africa relations, and explained China's development path and development model, especially the nation’s narrative of the construction of a Safer China.

 

In line with the CPC Central Committee’s arrangements and instructions regarding engagement with Africa, the delegation vigorously promoted and deepened all-round cooperation with the three countries in the fields of law enforcement, security and immigration. It also strengthened contact and exchanges with senior officials in law enforcement departments of the three countries to consolidate traditional friendship and enhance strategic mutual trust, laying a solid foundation for promoting in-depth cooperation in all fields and at all levels.

 

Furthermore, the delegation also pressed forward with the implementation of specific cooperation projects and items, and reached broad consensus on working together to facilitate bilateral people-to-people contacts, combat transnational organized crimes, strengthen security under Belt and Road Initiative, safeguard legitimate rights and interests of Chinese enterprises and personnel in Africa, step up intelligence information sharing and exchange, deepen counter-terrorism cooperation, boost law enforcement capacity building and personnel training and support the twining exchanges at the local levels.

 

Relevant officials from the International Cooperation Department of China's Ministry of Public Security, Fujian Provincial Public Security Department, and NIA's Department of General Affairs and Department of Foreigners Management accompanied Xu on the visit.
