In order to implement the spirit of general secretary Xi Jinping expressed in his speech at the Celebration of the 30th Anniversary of the Development and Opening-up of Pudong, the National Immigration Administration (NIA) unveils ten new measures to promote the building of Yangtze Delta Area as a shipping hub by innovating entry-exit frontier inspection in an effort to serve the integrated development strategy of the Yangtze Delta Area. 

The ten measures mainly include:
-administrative permits of border inspection within the Yangtze Delta Area can be processed in one place and available across the region;
-foreign vessels shifting berths among ports within the Yangtze Delta Area will be free from going through border inspection formalities;
-vessels engaged in international voyages entering into and exiting from ports within the Yangtze Delta Area are able to proceed with border inspection procedures at the time of arrival;
-vessels engaged in international voyages are able to apply for and receive pre-inspection and obtain administrative permits of border inspection online;
-vessels engaged in international voyages that anchor for a short time and conform with safety regulatory requirements are eligible for one-off border inspection formalities;
-vessels engaged in international voyages that depart from domestic ports, fill bonded fuel oil within the Yangtze Delta Area without loading and unloading people at anchor berths and exit directly are eligible for the streamlining of formalities checking for border inspection;
-foreign vessels will enjoy convenience in terms of getting on and off the vessel and being anchored to by other vessels during the maintenance in shipyards within the Yangtze Delta Area;
-establish a coordination mechanism between border inspection authorities, ports and shipping enterprises within the Yangtze Delta Area, listen actively to suggestions and recommendations, and solve problems timely to enhance the level of administration and service, etc. 

The ten new measures will improve the efficiency of the examination of border inspection formalities by focusing on mechanism innovation, optimization of procedures and streamlined formalities with the use of information and technology. They will also enable the administrative permits required by border inspection authorities within the Yangtze Delta Area to be processed online at the time of arrival and on a one-off basis. It will be available across the entire region, namely processing at any time, on the Internet and in priority, reducing the time and financial costs of the enterprises and relevant operation units to a large extent.

These measures will assure border inspection authorities within the area of a minimum of 20 percent reduction of permit application, improving the business environment of the ports and enhancing the enterprises' new competitive advantages. In addition, the measures, with the introduction of advanced technology, will avoid unnecessary contact between Chinese and foreign workers to reduce risk of imported cases of COVID-19. 

To promote the implementation of the above-mentioned new measures, NIA requires in a notice, that all border inspection authorities shall continue to implement measures to prevent imported cases in accordance with the requirements of regular pandemic prevention and control. In addition, NIA will follow closely the implementation effect and promote the measures on a wider scale at a proper time while continuing to further improve the capacity to serve economic and social development.
