Vice Administrator Qu Yunhai Leads Chinese Delegation to Attend the 7th SCO Meeting of Heads of Frontier Authority
Vice administrator of the National Immigration Administration (NIA) Qu Yunhai led a Chinese delegation to Tashkent, the capital of the Republic of Uzbekistan, from June 3 to 7, to attend the 7th Meeting of the Heads of Frontier Authorities of the Shanghai Cooperation Organization (SCO). Officials from the Department of Frontier Inspection and Management under NIA, relevant divisions of the Counter-Terrorism Bureau under the Ministry of Public Security, Xinjiang General Entry-Exit Frontier Inspection Station, and counselor Xu Chuangong, China's permanent representative to the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization (SCO-RATS), attended the meeting.
The meeting was chaired by Russia, attended by delegations of frontier authorities from India, Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan, the Coordination Bureau of the Council of Ministers of Defense of the Commonwealth of the Independent States and the executive committee of SCO-RATS.
All parties exchanged their concerns with security situation in border areas, summarized the positive results of the joint-border operation "Solidarity-2018", deliberated and approved "the Implementation Plan for 2019's First Stage of the Joint Border Operation 'Solidarity and Cooperation: 2019-2021' organized by the Frontier Authorities of Member States of the Shanghai Cooperation Organization". They also examined the 2020 Work Plan (draft) submitted by the Experts Group of Frontier Authorities, and listened to Tajikistan's suggestions on holding the 8th Meeting of Heads of Frontier Authorities in 2020. Broad consensus was reached during the meeting.
At the meeting, Qu Yunhai briefed all parties on the establishment of China's NIA and the situation in border areas. At the same time, given border security and social stability tasks of the 70th anniversary of the founding of the People's Republic of China, the SCO summit and other major events, he suggested that all parties further step up their border counter-terrorism efforts, cooperate with each other in border investigation, control and criminal arrest in border port areas, so as to create a good border port environment in favor of these important events. His suggestion received unanimous recognition and active response from leaders of frontier authorities of the participating parties.
During the visit, Chinese ambassador to Uzbekistan Jiang Yan met with the Chinese delegation. The Chinese and Tajik delegations held a bilateral meeting and exchanged in-depth opinions on strengthening the cooperation between the two frontier authorities, enhancing border control at the China-Tajikistan ports, and renewing the three-tier representative mechanism on the China-Tajikistan border.
